ROE #12 can provide substitute teacher information to all districts, parochial schools and the special education co-op in Clay, Crawford, Jasper, Lawrence and Richland counties.
The Substitute Teacher List is not a recommendation to districts to use an individual as a substitute teacher; it only verifies that the individual meets the requirements to serve as a substitute teacher. Each district/school makes their own decision as to whom they use as substitute teachers. Some districts may require additional paperwork to be on their substitute list.
If a substitute teacher goes off of the ROE Substitute Teacher list for a year, they are not considered concurrent and will be required to repeat all the procedures necessary to be added to the list.
Substitute Teacher Authorizations are issued to individuals who meet the following requirements:
1) Hold a valid teaching or substitute certificate registered in ROE #12.
2) Provide Proof of tuberculin skin test within the past 90 days
3) Completed Physical examination form within the past 90 days
4) Fingerprint based criminal history check
5) Name not in Illinois Statewide Sex Offender Data Base
6) Name not In Illinois Statewide Child Murdered and Violent Crimes Against Youth Database
If you hold a valid teaching certificate it must be registered in ROE #12. If you possess a bachelor’s degree from a regionally accredited institution of higher learning you may apply for a Substitute Teaching Certificate. The cost to apply for a Substitute Certificate is $30.00. The certificate is valid for 4 years. The cost to register the certificate in ROE #12 for the four year period is $20. The total cost is $50.00 payable to ROE #12 when the application is submitted. An official copy of the bachelor’s degree transcript in a sealed envelope is also required.
The applicant must provide a completed physical form and proof of TB skin test. These must be done within 90 days prior to the application.
Those who desire a Substitute Teacher Authorization must also complete a Fingerprint Criminal Background Check in ROE #12. The cost for this is $65.00 payable to ROE #12 by the applicant at the fingerprint appointment.

The cost for the fingerprint is $65.00. Please bring exact change if paying in cash. You may also pay by personal check payable to ROE #12.
Please complete and bring the Authorization for Release of Criminal History Record Check form with you to the appointment. Also a photo ID is required.
Upon verification of the above items, a Substitute Teacher Authorization with an embossed ROE #12 seal will be issued. The holder should take this authorization to the districts in ROE #12 in which they desire to substitute teach. The district should make a copy of the original form. The holder should keep the original authorization with the embossed seal in their possession.
Obtaining an ROE #12 Substitute Authorization certificate is necessary to substitute teach in Clay, Crawford, Jasper, Lawrence and Richland county public schools; however obtaining such a certificate does not guarantee that you will be hired as a substitute teacher in Clay, Crawford, Jasper, Lawrence and Richland county public schools.
